David Framowitz has been active in the field of recycling and solid waste management in Israel since 1985. In 1986 he successfully founded and was the CEO of MMM Metal Recycling Industries Ltd. which was appointed as the official “Approved Authority for the Collection of Abandoned Vehicles” in Israel and this as per the Maintenance of Cleanliness Law – 1984. Subsequent to that, David, together with the late Mr. Noah Liff of Nashville, Tennessee and others, founded and thereafter managed Dan Recycling, Israel’s first independent recycling company. Already within the company’s first year of operation Dan Recycling collected and recycled over 60,000 metric tons of scrap metal, much of which was sold as raw material to the 2 steel mills in Israel as well as shipped to markets in Turkey, Greece, Spain and the Far East. David was instrumental in successfully obtaining the rights to export scrap metals from Israel.
In 1992, with the beginning of the Israeli government’s decision to begin to close all of the garbage dumps throughout the country, David convinced OGDEN and today known as COVANTA, a world-wide leader in the field of solid waste management, to enter the Israeli market and develop an integrated solid waste management program, including recycling and Energy-from-Waste recovery, as an economical and environmentally safe and long-term solution to the State of Israel’s ever-growing solid waste disposal problem. OGDEN also successfully participated in the State of Israel’s tender for the privatization of the Ramat Hovav hazardous waste incinerator as well as in the Jerusalem Sewage Treatment Plant tender.
During the late 1990’s David continued to be active in promoting recycling and solid waste management in Israel. He participated in many Israeli Knesset meetings and professional forums which eventually led to the passing into legislation of the “Deposit on Beverage Containers Law -1999". In 1998 David successfully brought to Israel and through 2004 managed the Israeli office of ENVIPCO (Environmental Products Corporation), the leading US manufacturer and technology provider of Reverse Vending Machines (RVMs). Envipco’s RVM technology, which is used in both deposit and non-deposit states around the world in advancing closed-loop beverage container recovery, was successfully placed and operated in supermarkets and other locations throughout Israel.

Prof. Amnon Meisels has been a faculty member of the department of Computer Science at Ben-Gurion University for the last 25 years. He served as head of the Computer Science dept. from 2004 to 2006. His main field of research centers on Distributed search for constrained optimization and on Network games in general. He has published over 100 papers in international journals and international conferences. In the last 5 years a major effort has been to investigate models for self-interested agents in Distributed Constrained Search. His book “Distributed Search by Constrained Agents”, was published by Springer Verlag in January 2008. Prof. Meisels has served on the program committees of all major AI conferences over the last 10 years.
Distributed search methods have been applied to a variety of world scenarios and application fields. Take for example a network of agents, each operating a smart home. Such a network of agents can be trained to run a distributed negotiation algorithm for finding the best schedule of energy consumption for all of its members. It can then validate this schedule against the energy distributor and negotiate the best cost. Examples for such distributed manipulative behavior can be easily taken from Prof. Meisels' group work on Congestion games for charging electric vehicles and manipulation through environment variables.

He earned his title as a LEED accredited professional from the Canadian Green Building Council, and worked on some of the cutting edge sustainable projects at Diamond & Schmitt. Chen developed a unique project debriefing tool, used at Diamond & Schmitt on some of their largest most complex projects. Chen was trained by the CaGBC as facilitator in IDP- the Sustainable integrated design process, and holds a certificate from the Canadian Geo-Exchange™ Coalition, in Ground Source Heat Pump installations. Chen was a member of the expert committee assembled by the Israeli standard institute responsible for the new Israeli standard for efficient clean heating & cooling systems.
